Hangzhou Declaration on "Strengthening International Cooperation and Building Ecological Civilization"

From May 18 to 19, 2013, about 500 politicians, natural scientists, social scientists, and celebrities from 23 countries in five continents gathered in Hangzhou, a famous historical and cultural city in China, to participate in the second Annual Conference of Taihu Cultural Forum, on which they exchanged ideas on an equal footing and discussed the great cause of strengthening international cooperation and building ecological civilization. Consensus were drawn in the following manifesto.

 

(1) Since the publication of Declaration of the United Nations Conference on the Human Environment in Stockholm, 1972, the international community has made unremitting efforts to cope with the ecological crisis and has made continuous progress. However, the conflict between development and environment protection is still very acute. Statistics, scientific observations, and the turbulent international situation all show that the global environmental pollution, ecological damage, and resource shortage have not been fundamentally alleviated but rather worsened.

 

(2) The world is amid profound changes and adjustments, but the gap between North and South is still huge. Full respect for the right to development of developing countries is in line with the common aspirations of all peoples and is an important prerequisite for resolving the contradiction between development and environment protection. Ecological crisis emerges during the development which calls for proper response instead of denial. The fundamental way to solve the ecological crisis lies in the path and mode of innovative development.

 

(3) The global ecological crisis is rooted in the inherent drawbacks of traditional industrialization. Industrialization has become a necessary path to economic prosperity for modern countries. However, traditional industrialization is characterized by massive consumption of resources and emission of waste. The concept that humanity is the master of all things that justifies the conquest and plunder of nature is integrated into the production, consumption, lifestyle, and way of thinking in the traditional industrial society. Moreover, driven by the profit-seeking nature of capital, it has led to the unrestrained seizure of nature to stimulate and satisfy people's unlimited desires, resulting in the continuous destruction of the harmony between man and nature, as well as man and society. This is a deeper cause of the ecological crisis in a more profound way. We should deeply reflect on the relationship between man and nature since the industrial revolution, raise the response to the ecological crisis to a new level of building ecological civilization, and rebuild the harmony between man and nature and man and society.

 

(4) Ecological civilization is a new form of civilization that transcends industrial civilization. It follows the core concept of respecting nature, conforming to nature, and protecting nature; it bases on the bearing capacity of resources and environment; it respects the criterion of law of nature; it aims to achieve sustainable development. fundamentally changes the traditional production and lifestyle of excessive consumption of natural resources and excessive emission of waste, develops green, circular, and low-carbon economy, builds a resource-saving and environment-friendly society, and promotes the harmonious development of man and nature. The harmonious coexistence of man and nature and the harmonious development of man and society. This is not only the urgent need to deal with the global ecological crisis, but also a long-term plan for the progress of human civilization. It fundamentally changes the traditional production and lifestyle featuring excessive consumption of resources and excessive emission of waste, develops a green, recycling, and low-carbon economy and a resource-conserving and environmental-friendly society, promoting harmony between humanity and the society. This is not only the urgent need to deal with the global ecological crisis, but also a long-term plan for the progress of human civilization.

 

(5) The construction of ecological civilization has a holistic nature. Building ecological civilization is not only a serious issue for developing countries, but also a major challenge for the humanity, which requires the cooperation of all countries. It is not only a scientific and technological issue with strong technical and professional requirements confined to the local area, but also a comprehensive and profound issue of cultural, social, and strategic significance, requiring joint efforts of science and technology and humanities. It is not only directly related to the sustainable development of the economy involving fundamental changes in the mode of production and consumption, but also to all aspects of political, cultural, and social construction involving fundamental changes in people's lifestyle, exchanges, and way of thinking, which requires wide participation of the state, society, enterprises, and especially the public.

 

(6) The construction of ecological civilization is complex. Countries should, starting from their own conditions of population, resources, environment, historical and cultural traditions, social systems, economic development levels and other realities, learn from the experience of other countries and explore the path and mode of ecological civilization construction in line with their national conditions. Independence should be preserved on the course towards the same destination. The concept of community of shared future for mankind should be established, with each country doing its due part and cooperating closely. Developing countries should actively explore a new industrialization path that realizes green, recycling, and low-carbon development, and complete industrialization in the construction of ecological civilization. Developed countries should give full play to their technological and economic advantages to help developing countries reduce emissions and combat pollution; at the same time, they should also be bold enough to assume their historical responsibility for environmental pollution and rid the historical inertia characterizing traditional industrial civilization, thus building a new ecological civilization. Moreover, we should adhere to the principle of common but differentiated responsibilities, fairness, and respective capabilities, and put an end to all acts of beggar-thy-neighbor that transfer disasters and shirke responsibilities, thus striving to achieve win-win cooperation in addressing the ecological crisis and building ecological civilization.

 

(7) The construction of ecological civilization is a systematic project that requires arduous exploration and long-term struggle. We should strengthen scientific research and deepen our understanding of the development and changes in nature as well as the short-term and even long-term effects of human activities on nature. We should strengthen exchanges and cooperation among civilizations, respect and mobilize the ecological wisdom and experience of different nations and peoples around the world, and learn from their strengths to overcome difficulties, thus continuously promoting the construction of ecological civilization. Moreover, we should conform to the trend of the times, learn from the history, discard the Cold War mentality, and guarantee the long-term construction of ecological civilization with peace.

 

(8) We must rely closely on them to deal with the ecological crisis and build an ecological civilization, making it a great struggle rallied by the people on their own. Building an ecological civilization involves fundamental changes in all aspects of society, which will bring about a dramatic change in social customs. It is necessary to ensure the people's right to information, supervision, and participation, and to continuously improve their literacy about ecological civilization. Everyone should do their part in dealing with the ecological crisis, starting from themselves, to promote the construction of ecological civilization to achieve new victories and to push humanity into a new era of ecological civilization.
